Noureldin (Nour) Mansour
Principal Consultant
LCE is led by Noureldin Mansour, a government contracting professional with experience spanning capture, proposals, contracts and subcontracts, and program execution.
At American Contracting Group (ACG), he helped build federal proposal and contract operations supporting more than 40 prime awards. He led proposal development across 250+ submissions and worked across contract administration, subcontract management, supplier coordination, and federal program execution.
He served as Phase I execution lead on ACG's awarded contract action supporting a $100M+ USAF F-16 Foreign Military Sales program. Phase I earned an Exceptional CPARS rating from Hill AFB in June 2024.
He also supported ACG's $750,237 USACE Egyptian Navy facility-equipment contract, which earned a Very Good CPARS rating.
Through LCE, Noureldin now provides consulting support across government and commercial contracts, capture and proposal development, business development, teaming, and project delivery.
He holds the APMP Foundation Certification (CF APMP), awarded in October 2026, and a Bachelor of Business Administration from the University of Toledo, with dual majors in Marketing and Professional Sales and a minor in Finance.
